A community of Citizens Academy graduates united in service — supporting the FBI San Juan Field Office’s outreach mission, advancing public safety, and strengthening the bond between law enforcement and the people of Puerto Rico.
The FBI San Juan Citizens Academy Alumni Association (FBI San Juan CAAA) is an affiliate chapter of the FBI National Citizens Academy Alumni Association (FBINCAAA) — a 501(c)(3) nonprofit organization. Our membership is composed of graduates of the FBI San Juan Citizens Academy program, serving the communities of Puerto Rico.
The FBI San Juan Citizens Academy is a 10-week program in which community and civic leaders gain an in-depth understanding of the FBI’s mission, investigative priorities, and commitment to the communities it serves. Upon completing the Academy, graduates are invited to join the Alumni Association and continue that partnership in meaningful ways.
Our members participate in FBI community outreach initiatives, attend continuing education briefings and refresh sessions, assist with Citizens Academy classes at the Field Office, and advocate for public safety across Puerto Rico — always in alignment with our Memorandum of Agreement (MOA) and FBI San Juan Field Office priorities.
As a chartered affiliate of the FBINCAAA, we operate under a Chapter Affiliation Agreement and uphold all National Bylaws, policies, and governing standards. All board members serve as fiduciaries of the chapter, bound by the duties of Care, Loyalty, and Obedience.
Members support FBI San Juan’s outreach initiatives, building bridges between the Field Office and neighborhoods, schools, and civic organizations across Puerto Rico — acting as community ambassadors, not as FBI representatives.
Alumni receive ongoing briefings, participate in Citizens Academy sessions at the Field Office, and engage in workshops on cybersecurity, human trafficking awareness, public safety, and current FBI programs and priorities.
We help spread awareness on crime prevention, cybercrime, and community safety topics — exercising independent judgment as community members and always acting consistent with the Chapter’s mission and our MOA with the FBI San Juan Field Office.

The FBI San Juan Citizens Academy Alumni Association proudly hosted a milestone reunion celebrating 20 years of the FBI San Juan Citizens Academy program. Graduates from every class came together to reconnect, reflect on their shared experiences, and reaffirm their commitment to community service and partnership with the FBI San Juan Field Office. The event featured remarks from current and former board members, a tribute to founding alumni, and a reception held at the FBI San Juan Field Office.
All board directors are reminded to sign and submit the annual Code of Conduct & Ethics, Sexual Harassment, and Conflict of Interest policies. The Chapter Compliance Affirmation must also be signed and uploaded to BoardEffect. Please complete all filings before the deadline to keep the chapter in good standing with FBINCAAA National.
Members of the FBI San Juan CAAA joined FBI San Juan’s annual Safe Streets initiative, engaging residents on crime prevention, cybersafety resources, and community partnership programs. Over 200 community members attended across three locations in the San Juan metropolitan area.
Newly elected board officers have completed the FBINCAAA National Chapter Officer Training, covering presidential and vice-presidential duties, fiduciary responsibilities (Care, Loyalty, Obedience), MOA compliance requirements, and BoardEffect documentation protocols. All incoming officers are required to complete training within their first 30 days.
Membership in the FBI San Juan CAAA is open to all graduates of the FBI San Juan Citizens Academy who are in good standing. By joining, you become part of a committed network of community leaders dedicated to supporting the FBI’s mission throughout Puerto Rico.
The FBI San Juan CAAA Board of Directors is composed of Citizens Academy alumni elected in accordance with the Chapter Bylaws. All directors serve as fiduciaries of this 501(c)(3) nonprofit organization, upholding the duties of Care, Loyalty, and Obedience. Annual meetings follow Roberts Rules of Order, and meeting minutes are maintained by the Secretary.
